The licence to sell is restricted to a particular location and a certain type of business. The holder of the licence is the actual or legal subject responsible for the business.
A licence requires that the business has appointed a responsible person (manager) and deputy responsible person. Both persons must be approved by the licencing authority. The manager and deputy manager must be employed by the business and working at the location to which the licence has been granted, or work in the business in the capacity as owner. Both the manager and deputy manager must have untainted conduct with respect to the alcohol legislation and other legislation that have impact on the purpose of the alcohol legislation. Both persons must be at least 20 years of age and have passed the compulsory knowledge test on the alcohol legislation.
Employees serving strong alcoholic beverages (spirits) must be at least 20 years of age. Anyone serving beer or wine must be at least 18 years of age.
